Member Update: Temporary Foreign Worker Program Changes

The federal government has announced changes to the Temporary Foreign Worker Program intended to support employers in rural and remote communities. For Alberta’s restaurant sector, this is a welcome acknowledgment that labour shortages outside major centres remain a serious issue.

The language in the announcement suggests the federal government understands the challenges employers are facing, particularly in rural communities where staffing shortages can directly affect whether a business can operate at all.

However, the measures announced are incremental and are unlikely to be enough for many operators. A number of businesses are already facing the loss of experienced employees whose work permits have expired or will expire soon, and these changes may not provide the certainty or speed needed to keep those workers in place.

Restaurants aren’t looking for temporary workers — they have permanent, full-time jobs to fill and employees they would gladly keep long-term if the system allowed it.

In many smaller Alberta communities, restaurants are not only local employers but essential gathering places and services for residents. When businesses cannot maintain stable staffing, it affects the entire community.

We will continue pushing for practical, durable solutions that allow restaurants to retain the workers they rely on and keep their businesses, and communities, running.
